The runelord's shield is a powerful artifact from the time of Thassilon, when it belonged to one of the runelords.  Which runelord it belonged to has been lost to time, and it seems so have the shield's magical powers.  Now it just appears to be a normal shield, although an expensive one which is still a relic of a mythical kingdom.
